Employment And Training Schemes Employment Cell INTRODUCTION There is an Employment Cell exclusively to register the names of the SC/ST having any level of qualification for employment purpose. DESCRIPTION AND OBJECTIVE This cell sponsors candidates who have registered their names in the Employment Cell as per the seniority maintained to the recruitment agencies who contact this cell for sponsoring names of SC/ST candidates. This cell will not sponsor names for filling up of backlog vacancies. In  case of back log vacancies the concerned departments may be contacted for any details.   ELIGIBILITY: Any level of qualification is eligible.  DOCUMENTS REQUIRED: Attested copies of Marks Cards and Caste Certificate has to be given for registration WHOM TO APPROACH:  The Candidates may contact the Deputy Director Employment and Training for further information. In case of delay the Commissioner of Social Welfare may be contacted.  This cell is proposed to be closed in view of declining prospects through this cell and growing importance given for wide publicity in news papers.  DETAILS OF BACKLOG VACANCIES- Government have issued a Notification dated 27 -11-2001 in which Special Rules are framed with regard to identification and filling of Backlog vacancies. These rules were amended and issued on 1-6-2002 . As per these rules, various Government Departments, Boards and Corporations, Universities, Co-operative Institution, Aided Institutions, Companies Etc., Have identified Backlog vacancies with the help of the Social Welfare Department. The following table gives details of vacancies in different institutions, SC/ST wise. .

As there are no clear vacancies in various institutions fill up backlog vacancies, the Cabinet-Sub-Committee on backlog vacancies have decided to fill 2498 vacancies in future as and when vacancies arises. The following table gives such of vacancies in various institutions.  

 There are a total of 225 backlog vacancies identified in sick units, which are not in a position to fill up these vacancies. Hence these vacancies are treated as vacancies that can’t be filled up. The following is the table of such institutions.  

 So far 14126 candidates have been selected for different category of posts in different institutions. Action has been taken to notify a small number of vacancies that are recently identified.

 Karnataka SC/ST Commission

 1)     The Government of Karnataka felt it necessary to appoint a commission of inquiry for the purpose of making an inquiry into a definite matter of public importance like demands from a certain section of persons belonging to SC/ST that a disproportionately large number of benefits have gone to a particular caste or tribe among the SC/STs and their subsequent demand for the categorization of SC/ST among the SC/STs.   Further, having regard to the nature of the inquiry and other circumstances of the case, the Government of Karnataka vide notification no. SWD 227 SAD 03 dt. 7/1/2004 formed a Commission of enquiry headed by retired Chief Justice.  At present the Commission is headed by Justice A.J.Sadashiva, and working at No.14/3, II Floor,CFC Building, Nrupatunga Road, Bangalore-1.

 2)     The Karnataka State Commission for SC/STs have been formed vide notification No. SAMVYASHAE 58 SHASANA 01 dated 10/10/2002 governed by the Karnataka State Commission for SC/ST Act 2002.

The main functions and powers of the Commission are as follows:-

a)         to investigate and examine the working of various safeguards provided in the constitution of India or any other law for the time being in force or under any order of the Government for the welfare and protection of the Scheduled Castes and Scheduled Tribes of Karnataka and ; 

b)        to enquire into specific complaints with respect to the deprivation of rights and safeguard of the SCs/STs of Karnataka and to take up such matters with appropriate authorities;

c)         to participate and advise on the planning process of socio economic development of the SCs/STs and to evaluate the progress of their development in the State.

 d) To make recommendations as to the measures that should be taken by the State for the effective implementation of  safeguards and other measures for the protection, welfare and socio economic development of the SCs/STs and make report to the State Government annually and at such other times as the Commission may deem fit.

e)     to discharge such other functions in relation to the protection, welfare, development and advancement of the Scheduled Castes and Scheduled Tribes as may be prescribed Provided that if any matter specified in this section is dealt with the National Commission for SCs/STs established under Article 338 of the Constitution of India and the State Commission for SCs/STs shall cease to have jurisdiction on such matters.

3)     Laying of report- The State Government shall cause such reports referred to in clause (d) of Section 8 to be laid before each house of the State Legislature explaining the action taken or proposed to be taken and the reasons, if any for non-acceptance of the recommendations.

4)     Powers of Commission- The Commission shall while investigating any matter under section 8, have all the powers of Civil Court in trying a suite and in particular in respect of the following matters namely:-

i) Summoning and enforcing the attendance of any person from any part of the State and examining him on oath;

ii) requiring the discovery and production of any document;

iii) receiving evidence on affidavits;

iv) requisitioning any public record or copy thereof from any court or office;

v) issuing commissions for the examination of witnesses and documents ; and

vi) any other matter which may be prescribed.
